How the series should be compared
Compare like periods and keep the 2019=100 base visible. Quarter-over-quarter movement shows the newest change; year-over-year movement reduces seasonal comparison problems; the full history shows the longer direction.
Why this is not asking rent
The index measures change in net effective rent for occupied sampled space. Public asking rates can reflect a different group of buildings, conditions and incentives, while available-space lists can change daily.
How to use it in an office decision
Use the series to frame budgeting and renewal questions. Then normalize current proposal rent, additional rent, parking, utilities, incentives, tenant capital and restoration for the actual premises and term.
What still needs verification
Verify current availability, measurement, permitted use, building systems, operating costs, lease rights and all transaction documents. The index does not prove that any building is available or suitable.
