Has the allowance kept pace with construction cost?

An allowance agreed a few years ago may no longer buy the same scope.

Statistics Canada prices the same model office building every quarter. Nationally that index is 110.3 in Q2 2026 against 2023 = 100, +33.4% over five years. If your market index rose 20% since an allowance was set, the same scope now costs roughly a fifth more, before any change in the scope itself.
